Well, 0.10 is old and has a few known bugs, but we should have 0.11 out this summer, so that's fine by me.

What I could think of was to have the latest released version in debian/unstable, and if necessary a later development version in experimental, if you think this would help.

Do you have experience with packaging? Whould you be comfortable with maintaining the packaging in bazaar?

Yes with RPM, no with .deb. I wouldn't be comfortable yet, but I could learn.
