Bug#304819: spca5xx upload

I havent lost interest in debian at all and am working on this package. 
Th e only delay is with the NM process.  I have completed all of the tasks
and am waiting for the fronmt desk to complete the process.  It has been
nearly two years and so should not be too much longer.

Its only fair that I ask you guys to wait patiently, just as I am.
