Hi Folks! Just for the record, PostgreSQL 8.0 packages with the new architecture and structure are in experimental and will be uploade to unstable soon. The new package libpq-dev now contains the client-side library development files and is enough to build all client applications. I don't know the structure of Slony-1, but if it does not just operate on the client side, but installs a server library, then you need postgresql-server-dev-8.0 (or -7.4, it's probably best to build one slony deb for each version). So far I did not actually use the server dev package for anything, so if it misses something or needs improvements, please bug me about it.
