Bug#239548: ITP: gnome-keyring -- gnome keyring system is a program that keep password and other secrets for

It's both. There is daemon and library to communicate with that daemon.
It similar to gconf2 package (not in function, but in packaging).

It will contain:

gnome-keyring (or gnome-keyring-daemon)
libgnome-keyring-0
libgnome-keyring-dev

packages.
