Bug#197839: Licensing changes

Upstream was very helpful in resolving licensing problems.  Future 
versions were already planned to be distributed with a more GPL and DFSG 
compatible disclaimer file, and I was granted permission to distribute 
older versions with the new DISCLAIMER file.  This package should now be 
DFSG compatible.
