The main requirements I have are:
- Assignment of architecture for control file (no obvious choices
from ubuntu/gutsy `dpkg-architecture.pl -L`)
- Assignment of standard '-admindir' (probably $PROGRAM_FILES$/dpkg)
- Running 'dpkg -i'
There has been some work on this in the past:
http://debian-cygwin.sourceforge.net/ and afaik it's also in Cygwin now.
