We previously discussed adding a {{PageHeader}} template to the top of every
page during the conversion, in case we want to hang things on that hook.
What if we added {{PageHeader|RevampReviewNeeded=1}}? Then we could e.g. make
a category of unreviewed pages, and slowly go through them looking for
conversion errors, pages that belong in Arch-style categories, incorrect URLs
and so on.
