what would make the most sense to me would be to spend some time
together developing the interface scripts, host them in postgresql-common,
and then provide a bunch of wrappers, logic, and debconf templates
in dbconfig-common.  that way the stuff that actually mucks with the
config file is owned by the package that owns the config file, which
makes things perhaps a little clearer wrt policy?  i need to sit down
and double check that this is feasible before i completely sign off on
it, but that's the direction i'd lean for the time being.
