The legislators certainly are. There is a EU legislative train running in that direction commonly called "Chat control". We are still hoping to stop it but chances are slim because the EU Commission just keeps going at it and some national governments have changed in the "wrong" direction. I don't agree with that legislation. Your question is aimed at the wrong target. I'm not venting my own ideas here. I'm talking about minimising legal risk.

It would be helpful if we could get more precise information about the legal situation in different countries. Just ignoring the legal situation does not seem like a good idea, at least in the countries we decide to care about.
