I don't think any legal reason was mentioned in the bug report. Or any
reason at all for that matter. Nor was the decision made by the
release team, they were merely asked to enforce it.

I think the point of this discussion is to avoid arbitrary decisions,
and their inevitable fallout, since most people dislike when arbitrary
rules are used against them.
