Require that whoever starts a thread on -private that doesn't have [VAC]
in the subject, explicitly states the privacy concerns on the
message[1], and disclose accordingly. This could be implemented via
other subject tags other than [VAC]. [CUSTOM] could refer to a
non-standard situation explained in the mail. Replies to the thread
follow the same disclosure policy as the message that started the
thread, unless they change the subject tag. The only reply allowed to a
message without subject tag is to request a resend with the subject tag.

[1] For example:
 - [KEY] keysigning request: can be forwarded to DDs living in that area
 - [RETIRE] retiring from Debian: the act of retirement will be
   disclosed anyway by a keyring change, the reason can be disclosed
   only if specifically stated
 - [PERSONAL] private life (of self or another person): only to be
   disclosed to official biographers
 - [SEC] security sensitive early discussion: disclose once the threat
   level is clear
 - [SNITCH] message contains information acquired from private
   conversation with X and Y: disclose only after they ACK it
 - [FUU] message written unthinkingly by instinct, and posted on -private to
   avoid making a fool of oneself on lists that are publicly archived
   forever: do not forward message to list and ask a friend to have a
   quiet word in front of a drink
