I hadn't brought it up yet, since I thought it was best dealt with non-
constitutionally, but now that we're on the topic ...

I think it would be better if ctte members did not bring disputes to the ctte 
and then vote on the resolution of that dispute.  Doing so significantly 
undermines the legitimacy of the ctte.  This could either be prohibited by a 
simple rule of the ctte among themselves or constitutionally.

Personally, I think a constitutional measure is overkill, but it would resolve 
one of the concerns that has me wondering about the value of the ctte as a 
going concern for the project.
