Yes; but as I recall, the procedure was "go read this page", which explains the things you should be aware of, and then tells you to send mail to a particular set of people. It is of course reasonable to require that people familiarize themselves with how things are set up before being given access. But beyond that, if they are Debian Developers, getting access to the webwml repository is a no-brainer, AIUI. If I'm mistaken, then please do enlighten me.
