The tech-ctte currently forms sort of the judiciary branch of Debian and
as currently constructed is a balance of other parts of the governance.
In practice, I'm not sure it actually works that way effectively, but the
theory at least seems basically reasonable.  I don't know if it was
originally intended that way, but the current governance does seem to be
set up to encourage that.
