I belivie it is a baddecision because
 - it looks to be based on personal differences on the way to interprete
   the policy
 - it prevents us to apply changes to the policy for an undefined time
 - with a very week argument

If the rational behind the withdrawal was the lack of enough active
members removing inactive members and adding active ones would have been
the sane solution.
