All of this can be expressed with a single ballot, a) meaning NOTA
first. As there is no need to express "recall, affirm", there is no need
to write two ballots.

I don't think it matters much in this case, but I don't see anything
preventing this in the constitution, and having it in a single ballot
would make things clearer.
