No, I'm asking how the DPL would be empowered to commit debian funds 
when it is so obviously against the opinions of so many developers.  
There's no divine right of DPLs in our agreements, as far as I've seen.

But, seeing as you asked, I think any sizeable minority have a right to 
have their concerns accommodated in a DPL decision - not every decision 
is an exclusive-or and we have other ways if we need to settle a 
controversial one of those.  That may not be the typical party-led
government way of working, but this is not a typical party government.
