If you were to follow debian-legal, you'd find that this sort of thing
happens all the time. We regularly find stuff in the archive that
shouldn't be there. It's usually a mistake.

There are two primary flaws in these two rules. Firstly, they condemn
unintentional and unknowing violations, and secondly, they fail to
specify a jurisdiction. Do DMCA violations count? Certainly it's not
illegal for me to send material in violation of the DMCA (since I am a
UK citizen and have never been to the US), but it might be a federal
crime for an American to receive it.

Most of the others I quoted have similar giant holes. Rules that don't
mean what they say aren't worth the space they occupy.
