Because their proponents, seconders, and the Secretary think this is
the most sensible way to proceed, and they're right.  And you think
they're right, and nobody's said they're wrong.  If you like, we can
shuttle all this under the question of "cases of doubt" as mentioned
in A.3.6.  The Constitution is silent on what to do if several related
but formally independent and mutually inconsistent proposals are
proposed contemporaneously, and the Secretary and the proposers are
proceeding in the most sensible way.
