Well, apart from that, there are some guidelines:
- accept only the changes necessary
- please see the rules on http://www.debian.org/devel/debian-volatile/

I know that this is not enough - please feel free to ask us for more
details whenever you think something is not clear, but I have some
problems with coming up with rules out of my head right now. On the
other hand, we didn't had enough cases that we can really say "this and
that are the rules to follow".

Hm. It might be worth to try to get a pseudo-package for volatile ...
