Well, it's not exactly untested. I use
apt upgrade --without-new-pkgs
quite frequently, because in the Debian release notes (at least since
Bullseye) in the "Upgrades from ..." section, one ist told to use this
command to make a "Minimal system upgrade":

Nevertheless, Greg, I don't dispute that there's room for improvement
wrt the documentation (probably plenty of it).
