debian-cd produces ISOs of various sizes from <=700 MiB ("netinst")
to 50 GB ("DLBD") and for all officially supported CPU architectures.

That would rather be a Debian Live ISO, which is too large for CD media
but may be put onto DVD or BD media or onto a disk-like medium.

Same boot equipment as amd64 netinst CD ISO and other debian-cd amd64
ISOs, but with different payload and partly different use cases.

The purpose of netinst and the other debian-cd ISOs is quite solely
installation of Debian to a hard-disk-like device.
The Live ISO has the main purpose of demonstrating Debian without
installation. Thus the various desktop flavors. (But none for fvwm,
i fear.) Live ISO nowadays offers two installation tools: Calamares
and debian-installer. The latter serves on the debian-cd ISOs, too.
