Removing the user's crontab and any at jobs should do, after adding the
user to /etc/at.deny and /etc/cron.deny. IMO cron's a handy service but
you might still deny access to it by default.

Systemd stuff might be trickier. I wonder what happens to any systemd
user service if the home directory is removed or renamed? Might want to
stop and disable any user services and timers and then rename or
(re)move the home directory.
