Which also means that, in many cases, where a person from Asia, for example, has English as a second language, the person's level of English, is far superior to locals, who have English as the primary and only language.
It all depends on the quality of teaching, and, the quality of the English that is being taught, both of which, vary considerably, apart from the differences between different versions of English.
