The problem seems to be that linux did FTBFS on mipsel*[1].

The version of linux-libc-dev usually does not matter.  Upgrading the
other packages probably makes little sense.

There has been an upload of linux 5.10.178-3 which seems to attempt to
fix the mipsel* problems[2].  Assuming this builds everywhere, I would
expect uploads of the linux-signed packages to follow shortly
thereafter.
