You can download all the pages using a recursive wget:

   wget -r -k -np https://www.debian.org/releases/stable/amd64/

That's 774kB of files when I tried it (I know internet data usage is
important to you).
And for those on dial-up, a text version in one big page, compressed,
comes in at 128723 bytes. (I think it would be necessary to solicit
a copy from someone, anyone, by email.)

20 years ago there were services for this: http://www.faqs.org/faqs/internet-services/access-via-email/

One used to be able to access FTP, Gopher, Verionica, Jughead or even - if you were so inclined - the World Wide Web just by sending commands in the body of an email. I've not used these services in about ten years, though, so I don't know how many still exist.
