Debian Live /is/ a dual boot -- unless the computer in question
has no operating system to begin with :-)

I think there is some misunderstanding on how songbird and you
think of "dual boot".

Fact is, two OSes are involved, and they disagree on how to
interpret the hardware clock.

As I already said, I think a live system shouldn't /set/ the
hwclock, but it might turn out difficult to convince the involved
people/infrastructure of actually doing so.

AFAIK there is one mailing list dedicated to debian live. Perhaps
you're luckier there.

I don't understand why you insist in bringing politics int this
discussion. So far you're the only one mentioning it. My hunch is
that you are using "political" as a general placeholder for "things
I don't want to think about". This is of course your right, but it
might hinder your problem solving capabilities ;-)

Keeping the hwclock to local time is broken in so many ways that it's
wise for you to expect people saying "well, duh, set the hwclock to
UTC".

As I stated above, I understand there may be reasons not to do so:
e.g. you are doing forensics with Debian live on your customer's
computer.

Have you tried to boot Debian live /without/ a network connection?
Perhaps the problem disappears if it can't find a clock reference
out there...
