The IPV6 address you list for tools.usps.com is wildly different from the one I get. It's a completely different network - though that may be a result of resilience planning.

If you are running IPV6 it may be informative to block it at the firewall (I don't know of any way to block it in the browser)

The scenario I'm exploring is you may have a bad upstream IPv6 DNS server
