I should also add, I have no problem with CPU frequency automatically
boosting when needed...
$ cat /sys/devices/system/cpu/cpu0/cpufreq/scaling_cur_freq
800101
$ while : ; do : ; done &
[1] 4817
$ cat /sys/devices/system/cpu/cpu0/cpufreq/scaling_cur_freq
4600947
$ kill 4817
$ cat /sys/devices/system/cpu/cpu0/cpufreq/scaling_cur_freq
800174
So that's 0.8GHz -> 4.6GHz -> 0.8GHz
