Debian is free software: you don't have to pay for it, you don't need a
particular licence to use it. You can use it for commercial purposes or
just for yourself. If you modify it, there are guidelines for what you
can do.

If you want help to administer Debian then, as someone else has pointed
out, commercial support is available from Freexian. We also have
consultants who are based in China and there are Debian developers there.
