That looks abnormal to me. Have you tried to update SSD firmware¹
and BIOS for your Dell PC?
LiteOn Storage branch was bought by KIOXIA (Toshiba), so I can't
find any official information about technical specifications of SSD
you have, but just by looking at its photos, I assume it is an
average one, with external cache and TLC NAND chips.
The performance of a NVMe looks like it working at slower x2 speed,
instead of utilizing full x4 lanes. But it could be also its normal
working state and delays\slowdowns could come from parts unrelated
to NVMe, like SATA HDDs.
A "smartctl" output for all storage devices could be useful.
The
computer is a recent Dell precision desktop with i9-9900 as CPU,
an NVIDIA GP107GL [Quadro P400] (and the GPU integrated to the
CPU). The nvme SSD is supposed to be a decent one. This desktop is
yet a lot slower than my (more basic) laptop.
