You just need to install:

clamav  
clamav-base 
clamav-freshclam
libclamav9

and doing

sudo apt install clamav

will bring in clamav-freshclam, which will bring in clamav-base
and libclamav9.

You don't need clamv-data, because clamav-freshclam will update
the data for you.
