This turns out to be a User Error.  I finally got back to it today and saw that I had downloaded the arm64 netinst CD, instead of the amd64 netinst.  NO WONDER it didn't Boot!

Note:  For troubleshooting, I burned the netinst iso to, both a CD-R and a DVD-R.  (Fortunately, I'm not Poverty Stricken, wasting a DVD for a CD).

The CD Mounts okay, and appears to have the files.  However, comparing from the DVD-1 (that I used yesterday for Try 1), it's missing the isolinux Directory.
