It's normal behavior for 'parted --list'.

The '--list' option to parted doesn't take an argument. The '/dev/sdb'
is being ignored.

As indicated by Thomas Schmitt, if you want to list just the partitions
from /dev/sdb, you want to run 'parted /dev/sdb print'.
