I've seen similar issues recently on a buster chroot created without the 
latest updates from buster-security.

Try updating and/or installing libgnutls30 and ca-certificates from 
security.debian.org. You might need to download them manually or from 
outside the container and then install them with 'dpkg -i' or
'apt install'.
