Let's go back to the original message,
<https://lists.debian.org/debian-user/2020/02/msg00944.html>. It says:

Most of us are multilingual. I want to set up different users with
different languages as default and then when I su into a shell as a
particular user and start, say, libreofice, firefox and Eclipse as a
certain user that would automatically change all Settings

Note the key phrase "when I su into a shell".

That is VERY different from "I want each user to have a different locale
when they login".

Hence, the X-Y problem.

As you may recall, I answered the question that was ASKED, diving into
the gory details of how su works, how shells work, etc.

But if you do NOT actually want "when I su into a shell" to be part
of the problem, then the answer is ENTIRELY DIFFERENT.
