Thanks for the hint, here's what I ended up doing:

In '/var/log/installer/cdebconf/questions.dat' I had:

Name: libpam0g/restart-services
Template: libpam0g/restart-services
Value: cron

Name: libraries/restart-without-asking
Template: libraries/restart-without-asking
Value: false

and in the preseed file I use:

d-i libpam0g/restart-services string cron
d-i libraries/restart-without-asking boolian false


In a nut shell, I simply had to convert the debconf format to the
preseed file format.
