No it isn't. It's a statement of fact. Those are ok moral principles
for robot designers[1]. You can design a machine morally. You cannot
design morality into a machine until you reduce morality to an
algorithm. The Three Laws aren't that. They aren't even close.
[1] I prefer "A robot should do its job and not hurt anyone."
