It used to open properly with my preferred browser SeaMonkey.
All other HTML open correctly with SeaMonkey.

Is another place I need to set preferences?

You can check what is set as default in "update-alternatives" configs for browsers available in your system:
    $ sudo update-alternatives --config x-www-browser
and
    $ sudo update-alternatives --config gnome-www-browser
