Since you do not specify "-net", that means "-net user".
As [1] shows us, "-net user" comes with built-in TFTP server.

So, you either replace your "-kernel", "-initrd" and "-append" with TFTP
invocation, and install Debian as if it was installed from TFTP.
Or rebuild d-i initrd to include your preseed.cfg.
