No.

Procmail is primarily a LOCAL delivery agent - generally attached to a local MTA.  Mail for local addresses is handed to procmail, which can do things like sort mail into folders, return vacation messages, and so forth.  You might be able to coble together some basic list services, but only if you have an MTA to hand outgoing mail to.
