It was - [1]. Jessie was testing back then, the official reason was - we
need Desktop Environment that fits on first CD.

[2] gives two official reasons - 'accessibility' and 'systemd
integration' and four 'less tangible things'.
I haven't searched debian-devel, but the discussion you're looking for
should be there - [3]. I'd start with Jul 2014, following by Aug 2014
and Sep 2014 (the change was made 19th September 2014).
