Jessie's kernel 3.16 should have full UDF support by the code in:

fs/udf/Kconfig points to Documentation/filesystems/udf.txt which says
  "Write support requires a block driver which supports writing.  Currently
   dvd+rw drives and media support true random sector writes, and so a udf
   filesystem on such devices can be directly mounted read/write."

man 8 mount mentions some "Mount options for udf".

A few weeks ago i was able to mount a Nero-made pure UDF image.
