It appears that ClamAV shipped a bad signature file:

the basic fix is to add Vbs.Downloader.Generic-6431223-0 to
your local ignore list:
echo Vbs.Downloader.Generic-6431223-0 >> /var/lib/clamav/whitelist.ign2
and then restart clamav.
