It is supposed to let "/file.iso" grow until the root filesystem is full.

As already mentioned by Pol Hallen, you should try to mount /dev/sdb1,
not /dev/sdb.
/dev/sdb is the whole device.
Partition /dev/sdb1 begins 1 MiB after the start of the device.
