Why debian put ~/bin beginning of $PATH

Hi all

In the ~/.profile has below default setting:

# set PATH so it includes user's private bin if it exists
if [ -d "$HOME/bin" ] ; then
    PATH="$HOME/bin:$PATH"
fi
--------------

Why put ~/bin beginning ? Is that dangerous ?
