I use KDE 4.14.2 on Jessie and have no trouble having multiple instances of 
Konsole.  I have done nothing special.  IIRC, I typically start new instances 
by using <alt><F2> and entering "konsole".

I just tried entering "konsole" from the CLI in a konsole and also got a new 
instance.
