So, this has an ethernet cable going between it and your PC, and it has a wall wart providing power to it. Are there any other ethernet cables connected to it? If so, where does/do it/they go?

If not, where does the cable coming from Comcast come into your house, and what's the model number of whatever is connected to it there? In rough terms, how far is it from your PC and the LinksysWUMC710? Different room? Close enough to connect an ethernet cable between them? If yes to the last question, connect one and see if Jessie doesn't magically connect to the Internet.

Some of these might sound like irrelevant questions, but they're not. You provide such a dearth of information about what you're working with or what you understand it's difficult to figure out how to help you, making it necessary to elicit useful information creatively.
