Bizarre. Just tried in my box and it behaves as it should. It comes from
sysv-rc 2.88dsf-41+deb7u1
What version is yours? And... just to double-check:
tomas@rasputin:~$ sha1sum /usr/sbin/update-rc.d
19d097b7dbe7f0d0a551e40e9183656f81908088 /usr/sbin/update-rc.d
(pity that it hasn't --version and --debug options, though).
