No need for such a package. Just use httpredir.debian.org as your mirror
server and a close mirror will be automagically selected for you.

Your sources.list could look like this:

# Main Repository
deb http://httpredir.debian.org/debian/ jessie main contrib non-free
# Non-Sec Updates
deb http://httpredir.debian.org/debian jessie-updates main contrib non-free
# Security Updates
deb http://security.debian.org/ jessie/updates main contrib non-free
# Backports
deb http://httpredir.debian.org/debian jessie-backports main contrib non-free
